The Yadkin County Board of Commissioners swore in the new human services director and assistant to the human services director at their morning meeting on March 4.
This follows the board’s decision to consolidate the health department and department of social services during the evening meeting on Feb. 18.
Kim Harrell, the former director of the Department of Social Services, was sworn in as director. Jessica Wall, the former interim health director, was sworn in as assistant to the director.
County Manager Aaron Church noted that the county has found since the last meeting that this change will result in a savings of $167,000 annually in personnel, $41,000 in savings from restructuring the program and departmental locations, which will eliminate space rented by the county and a capital savings of $90,000.
In an email Church stated: “I can state with unwavering confidence that at this time the consolidation will save the county approximately $208,000 annually and present the opportunity to renovate the Community Services building to meet the needs of federal and state programs.”
Later in the meeting the board voted unanimously to approve a bid from Omega Construction to make necessary repairs to the Community Services building located on Elm Street in Yadkinville.
The board will still need to vote on approving the contract presented by Omega Construction at a later date before work can begin on the property. Once repaired, the county hopes to put several county departments in the Community Services building that are currently in locations that the county pays to rent.
Other topics from the meeting:
-The voted unanimously to approve a resolution to declare March Abandoned Cemeteries Month.
-Keith Vestal asked the board to approve an agreement with EMS Management & Consultants, Inc., which handles billing for Yadkin County EMS transports and services. Vestal told he board that he was able to get the company to lower their rate from eight to seven percent which could potentially save the county around $13,000 a year. The board voted to approve.
-The board voted to adopt its Capital Improvement Plan. The county manager noted that adoption of this plan does not allow him or the finance officer to spend the money mapped out in the plan but it provides him with an idea of the goals of the county and county funds when preparing the FY 2013-14 budget.
-The board voted to commit its unassigned fund balance towards the proposed Agricultural Center, East Bend water line and reappraisal. Financial Officer Lisa Hughes told the board that committing this money would assist in putting the county in a better position to receive further loans and grants towards the projects.
